Zane Woolstenhulme - Candidate for Oakley City Mayor

ZANE K. WOOLSTENHULME - CANDIDATE FOR OAKLEY MAYOR

I am honored at the prospect of serving the community of Oakley as the next mayor. As one born and raised in the community, as were my father and grandfather before me, some of my earliest and fondest memories have to do with service to the community.

For over 20 years, I have served on the Oakley City Planning Commission. Most recently, as chairman of the planning commission, I helped oversee a new General Plan and Development Code that provides for thoughtful, sustainable growth, preserves the right to farm, and encourages open space and trails while enhancing property rights. I believe the talents and goodness of those who want to make Oakley home, while protecting the rural atmosphere we all enjoy, enriches the community.

I was also privileged to serve on the board of the Mountainlands Community Housing Trust for almost ten years, which has been influential in the development of a number of affordable housing units in Oakley and surrounding communities. Affordable housing will be a greater challenge over time, and will require focused effort to ensure that provisions are made to address this issue in a way that enhances the community.

Currently, I am serving as business administrator for Ogden School District and have been for nearly eight years. I began my career in this field at South Summit School District where I was employed for twenty years, and then at Logan School District for six years. My occupation has allowed me to gain extensive experience in managing budgets, personnel, and public facilities. Being a conscientious steward of the public trust and managing wisely precious, public resources is a responsibility I take very seriously.

Essential to responsible management and sustainable growth is a capital improvements plan and a commitment to that plan. Key to Oakley’s future is the maintenance of the City’s water and sewer infrastructure. I support intentional and thoughtful improvements to these facilities in order to provide for the sustainability of current and future needs.

One future need of high importance is the development of the City Center. I support development of a master plan for improvement of the town center and proactive efforts to ensure such a plan is brought to fruition.

That which has put Oakley on the map, more than anything else, is our famous 4th of July rodeo and celebration. From the days when it was located in the heart of the town center, the celebration has been built on volunteerism and the efforts of a core group of people that now span generations. As new friends and neighbors become part of our community, we need to harness their talents too. The future of Oakley will continue to be dependent upon volunteerism.

JOE B. FRAZIER- CANDIDATE FOR OAKLEY MAYOR

"My name is Joe Frazier and I am running for Mayor of Oakley City.

I am a life-long resident of Oakley and care deeply about my hometown. I have a Bachelor's Degree in History Education and a Master's Degree in Library Science. I currently work for Summit County as the County Historian. Previously, I worked for the Summit County Library for 13 years.

I have spent nearly 6 years on the City Council and spent 5 years on the Planning Commission prior to that.

My priorities as Mayor:

Continue to work on the City's infrastructure.
Work to create 5-year plans for the City's departments and budget areas. This will help the city accurately budget for upcoming projects and upgrades.
Create citizen committees where appropriate to assist the City Government in focusing on areas that need attention and/or improvement.
Work with and listen to the citizens of Oakley. Try to make people feel heard and appreciated.
Work hard to create and maintain appropriate budgets in order to keep taxes as low as possible while maintaining quality services.

CLAYTON PAGE - CANDIDATE FOR OAKLEY CITY COUNCIL

My name is Clayton Page. I have been married to my wife, Jillaire, for 35 years this September. We have three children and two grandchildren. I grew up in Oakley and am proud to call it my hometown.

I am running for Oakley City Council because I believe that I can provide a good perspective and valuable qualifications as a Council Member.

First and foremost, I will always do my best to listen to the citizens of the town of Oakley. I am not naïve enough to think I can make everyone happy, but I will listen to your concerns and treat you as I would want to be treated myself--respectfully.

Individual rights and freedoms will always be a gauge against which I will measure any consideration I make on your behalf.

Experience:

Bachelor’s degree in accounting.
32 years of accounting experience with 25 years of government accounting and budgeting experience.
12+ years as the Oakley Precinct Republican Chair, presiding over several caucus meetings.
Financial Stewardship as a Stake Auditor (3 years) and as a Ward Financial Clerk (10+ years, multiple Wards) for the Church of Jesus Christ of Latter-day Saints.

Objectives:

Work together with the other Council Members to:

Develop 25-year strategic plan for infrastructure improvements and maintenance.
Support ongoing efforts to secure long-term access to clean culinary and irrigation water.
Maintain transparency in Oakley City government. I would like to see more than just an agenda accessible online for those who work full-time and want to see what is being considered in the upcoming meetings. I am willing to help with this when needed.
Ensure continued access to city facilities for Oakley citizens at reasonable rates that cover the associated expenses.
Strengthen long-held Oakley traditions and develop ideas for activities that will better unify our community for the future.

KELLY KIMBER - CANDIDATE FOR OAKLEY CITY COUNCIL

Kelly Kimber, MPA, SPHR, SHRM-CP, SHRM-SCP, SHRM-PA

I love Oakley! Those of us who live here recognize the wonderful blessing and opportunity it is. People move here because of the amazing community and environment. The people of Oakley are some of the finest I have ever met.

I believe that my education, experience, and skill set are needed now. What I bring to the city council:

Master’s in Public Administration

Bachelor’s in Business Administration

Senior professional in Human resources

Experience in data/People analytics

Forty years of leadership, management and organizational expertise.

When I first moved here six years ago, upon learning of my master’s in public administration, the Mayor asked me to run for the City Council. I did not run then, but because of my degree and expertise in Human Resources, I provided some volunteer consulting for the city.

This year, when a vacancy occurred in the city council, I decided to get involved and was unanimously appointed to the city council. In just a few months, I have updated the city organizational structure to a more efficient design and implemented an effective compensation plan. Currently, I’m creating legally compliant job descriptions, incentivizing performance through a career path/evaluation system, and making updates to the employee handbook.

One of my assignments on the council is water and wastewater. These services are critical to our community. I have worked in the wastewater field for almost 40 years in various responsibilities including: plant operator, information technology manager, human resources manager and data analytics. I know how important these services are and how to ensure they operate efficiently. Currently, I am assisting with the oversight of drilling a new well. It’s exciting to see us meet the challenges of growth and plan for the future.

Another current assignment is public safety. It was a priority for me to see that speed bumps were installed on North Bench road. I have requested money in the budget for other areas of Oakley as well.

Oakley is growing. We all see it and things are changing. People and businesses are attracted to us because of who we are and what we have. One of my main objectives is to see that Oakley doesn’t change what it is, but that it develops like Oakley. Meaning that we foster growth in a way that preserves the essence of the Oakley we all love.

As we consider the future, we must prepare the city’s infrastructure and services to support it. In order to keep our taxes low, we want to attract business to Oakley to provide needed revenues to fund city services and projects. However, we want to seek businesses that are consistent with our community and way of living. For this purpose, I am proposing a business and economic development committee be created to help the city council vet new business opportunities.

I hope you will join me in helping to preserve and support the Oakley we love.

STEVE M. WILMOTH - CANDIDATE FOR OAKLEY CITY COUNCIL

I am honored to have the opportunity to run for re-election as a councilman for Oakley City. Being a resident of Oakley City for 20 years and serving on the town council for the past 4 years, I have found it both challenging and fulfilling to take an active role in the community. What I will continue to lend, if re-elected, are my leadership and relationship building abilities. I come from an active administration and service-oriented career background. My goal by bringing this specific skill set to the table is to build healthy communication pathways for council members and Oakley citizens alike. It is a privilege to serve as a representative to the people so their voices may be heard and amplified. Relating to the viewpoints of Oakley residents and utilizing common ground models allows the town council to make better informed decisions. Growth is happening all around, and Oakley is not separate from that. Being mindful and aiming to better equip the city for the future, we as the council, have worked diligently to bring some great things to fruition. Water supply has been at the forefront of our discussions for some time, we have hopefully turned a corner on this challenge and have some realistic solutions that have the ability to sustain. I would be privileged to see these things through to completion. The history of Oakley is what makes this place exceptional, the future holds many possibilities, and I look forward to being a part of it.

MARISSA DILLMAN - CANDIDATE FOR OAKLEY CITY COUNCIL

Hello, I'm Marissa Dillman, growing up in Oakley, I felt there's not a better place to raise a family, my husband and I moved back to Oakley 9 years ago. Living here has given my family and me a chance to serve the community. Volunteering at the Oakley Rodeo, building multi-use trails, and working on landscaping City Hall are some of the ways I have worked to improve our city. With that same spirit, I hope to serve Oakley as a member of the City Council.

I see an opportunity for our community to improve by developing three things that affect all members of the community. The three focuses I have are; building unity in our community, improving our water resources, and making a sustainable growth plan.

As a resident, communities are strong as long we all feel pride in our city. I want to instill in residents a sense of belonging, both new and old residents. By having more events and use social media to help keep us informed of these events along with posting at the post office and other areas in Oakley.

Work on bettering our city's water usage, help ease the water burden. By finding new ways to water our city's landscapes. Updating irrigation and a new well is a great start. Keep our city's water usage down by looking into creative solutions.

Lastly, with our future in mind, growth is needed but needs to be established to ensure the farming community's feel remains. We have a rich history and a bright future, we need growth but we need to be smart at how much and what type of growth we invite.

Ideally, I'd like to see our city move forward with the same great traditions that have made this city such a great spot to live and visit while at the same time and developing new and exciting traditions to become more united as a city. I'm passionate about keeping eyes on the future to improve what we have now, and ensure the greatness of the city continues.

Having served on other boards, I will bring a fresh perspective at keeping our city as great as it is and help Oakley move forward.
